Owners of RM300,000 houses want developer to repair cracked walls and leaking roofs

Adi’s house has numerous defects and despite repairs by the contractor, the roof is still leaking.

RESIDENTS of 144 double-storey terrace houses in Kenanga Seksyen 4, Bandar Baru Bangi, want the developer to repair the numerous defects in their houses.

They claimed that the units, bought for RM300,000 each, have problems such as cracked walls and leaking roofs.

The project is developed by O.D. Construction, under VCS Development Sdn Bhd.

The residents association committee recently held a dialogue with the developer, Kajang Municipal Council (MPKj) and the Selangor State Development Corporation (PKNS) to discuss the issue.

Bangi assemblyman Mohd Shafie Ngah was also present.

RA chairman Adi Hafiz Al-Azmy said some of the defects were identified when they moved in. “The contractors’ workmanship is shoddy and the same problem recurs after a few weeks,” said Adi Hafiz.

Resident Mohd Firdaus Salim said the poor quality materials endangered the lives of residents. “The door knobs are defective. My father-in-law was once stuck in the bathroom and we had to break the doorknob so he could get out.

“It is dangerous, especially for those with young children. Some of the residents have already changed the doorknobs on their own,” said the 48-year-old engineer.

Another resident, Khairul Azizi, said many households were affected.

“The roof leaks and water seeps into our plaster ceiling and damages it,” said Khairul, who is also an engineer.

The RA asked the developer to disclose piling and soiling tests for the project.

“Cracks keep appearing and we would like to see if proper tests were done before construction began,” said Adi.

VCS Development Sdn Bhd director Lua Sey Hein said they had appointed certified engineers to conduct the tests.

He pointed out that during the two-year warranty period, repair costs would be borne by the developer.

The two-year warranty ends in May and residents are worried if the problems will be rectified on time.

Lua said they would ensure the contractors do a good job. “We will try to ensure that every house is repaired where there are defects,” he said.

Rumah siap pahat berbunyi

Seramai 71 daripada 144 pembeli Perumahan Penduduk Kejiranan Kenanga (PPKK) di Sekyen 4, Bandar Baru Bangi, di sini, membuat aduan kepada pemaju selepas kecewa dengan kualiti kediaman yang dihuni sejak setahun lalu apabila mendapati banyak kecacatan seperti dinding retak, bumbung bocor dan perkakas tidak berkualiti.

Pengerusi PPKK Adi Hafiz Al-Azmi berkata, perumahan berkenaan yang dijual pada harga antara RM300,000 hingga RM600,000 siap pada Mei 2012 sebelum pemaju menyerahkan kunci rumah kepada pembeli sebulan kemudian.

Menurutnya, pembeli juga diberi borang bagi mengesan kecacatan rumah untuk dikemukakan kepada pemaju jika ada kerosakan yang akan diperbaiki pihak terbabit.

  “Kami melakukan pemeriksaan dan mendapati retak pada dinding dan pagar, kemasan lantai yang kosong, bumbung bocor, perkakas seperti kepala pili dan tombol pintu yang mudah rosak, tekanan air rendah serta pemasangan pendawaian elektrik dan paip tidak sempurna.

“Pemaju melakukan kerja pembaikan namun hasilnya masih kurang sempurna, menyebabkan kerosakan sama berulang.

“Kami mengemukakan aduan mengenai hal ini tetapi layanan dan perkhidmatan mereka masih tiada perubahan dan perkara ini berlarutan sehingga kini,” katanya.

Beliau ditemui pada sesi dialog penduduk mengenai kecacatan rumah berkenaan bersama pengurusan tertinggi pemaju perumahan terbabit di Dewan Surau al-Amirin, semalam. Turut hadir, Ahli Dewan Undangan Negeri (Adun) Bangi Mohd Shafie Ngah.

Adi Hafiz berkata, berikutan masalah sama dialami semua pembeli, mereka sepakat menubuhkan jawatankuasa penduduk bagi menangani masalah terbabit dengan kerjasama semua orang berbanding pembeli membuat aduan secara individu sebelum ini.

“Melalui jawatankuasa ini, kami menghantar notis kepada pemaju meminta mereka membaiki kerosakan itu dalam tempoh 30 hari seperti dipersetujui dalam perjanjian jual beli, September tahun lalu. Namun, pemaju gagal memperbaiki kerosakan rumah walaupun ia masih dalam tempoh liabiliti kerosakan.

“Kami sekali lagi menghantar notis sama pada Disember lalu dengan memberi tempoh dalam 14 hari untuk mereka melakukan kerja pembaikan, tetapi masih tiada tindakan diambil,” katanya.

Jurutera Khairul Azizi Abdul Rahman, 32, berkata, dia berharap pemaju tidak lepas tangan dengan aduan dibuat pembeli seolah-olah tidak mahu bertanggungjawab walaupun beberapa kali aduan dibuat.

“Saya mengharapkan pemaju melakukan sesuatu yang memberi kepuasan kepada kedua-dua pihak. Walaupun aduan banyak kali dibuat, pemaju masih menunjukkan sikap lepas tangan terhadap kerja membaiki keretakan dan kerosakan di kediaman itu,” katanya.

Peniaga Umar Ab Wahab, 34, berkata, pemaju seolah-olah tidak mengendahkan masalah keselamatan penghuni dan pembeli bimbang jika begitu caranya pemaju membuat kerja membaikpulih, mereka akan ditimpa kejadian tidak diingini yang bukan saja mendatangkan kerugian harta benda, malah mungkin kehilangan nyawa.

Sementara itu, Mohd Shafie berkata, beliau memberi jaminan akan membuat susulan mengenai masalah penduduk terbabit, manakala pemaju pula meminta penduduk menghantar borang kecacatan rumah sekali lagi dan akan membaiki kerosakan.
